Because 40-year-old Seng Kunakar printed an article posted on the KI-Media website to re-distribute, the Xmer authority arrested him.
The article launched on the KI-Media website which was printed and shared by Seng Kunakar was deemed insulting on the Cambodian government.
Civil rights society criticized this arrest, calling it a tightening of the freedom of expression and the rights to receive information.
Am Sam Ath, a high-ranking official for the Licadho human rights organization, told RFA on 18 Dec that the Russei Keo district police sent the arrested man to the court for new questioning.
