China, Cambodia Pledge to Further Enhance Ties


Phnom Penh, December 16, 2010 AKP --

Chinese and Cambodian leaders on Wednesday pledged to further enhance bilateral ties, two days after the two countries agreed to establish a comprehensive strategic partnership of cooperation.

“The establishment of this strategic partnership brings new opportunities for the development of bilateral ties,” Chinese President Hu Jintao was quoted as saying by Chinese News Agency Xinhua when meeting with Cambodian Prime Minister Hun Sen Wednesday afternoon in the Great Hall of the People in Beijing.

China will maintain friendly exchanges with Cambodia at all levels, strengthen mutual support on major issues of concern, and deepen exchanges on experiences in managing state affairs, Hu said.

The president said the Chinese government and people value the traditional friendship with Cambodia, and will always support Cambodia to take its own development path.

Hu added that China will expand bilateral cooperation in areas such as trade, investment, finance, infrastructure construction, agriculture and energy, increase bilateral trade, enhance cultural, technological and youth exchanges, and maintain the two countries’ coordination on regional and international affairs.

Hu also called on the two sides to strengthen cooperation in areas such as coping with the international financial crisis, disaster prevention and relief and combating cross-border crimes.

Samdech Techo Hun Sen said Cambodia-China relations have entered a new stage after the two countries agreed to the comprehensive strategic partnership of cooperation.

He said Cambodia will abide by the one-China policy and work with China to further promote bilateral ties.

China’s top legislator Wu Bangguo also met with Samdech Techo Hun Sen Wednesday.

During the meeting, Wu pledged to bolster exchanges and cooperation between the two states' legislative bodies.

Wu, chairman of the Standing Committee of the National People's Congress, hailed the political, economic and cultural ties between China and Cambodia, saying the establishment of the strategic partnership will yield tangible benefits for the two peoples.

Wu said the two states’ legislative bodies have, in recent years, carried out substantial dialogue between their leaders, special committees and staff, which contributed to the development of bilateral ties.

Samdech Techo Hun Sen applauded the traditional friendship and pledged to promote exchanges between the two states' legislative bodies and to enhance coordination on major issues to promote bilateral ties. --AKP

Cambodia, Germany Signs Technical Cooperation Agreement

Phnom Penh, December 16, 2010 AKP --

The Royal Government of Cambodia and the Government of the Federal Republic of Germany signed here on Tuesday an agreement on “Technical Cooperation in 2009” to implement three priority projects in the fields of rural development, good governance and health.

The US$23.5-million agreement was signed by Cambodian Deputy Prime Minister and Minister of Economy and Finance H.E. Keat Chhon and German Ambassador to Cambodia H.E. Wolfgang Moser.

H.E. Keat Chhon deeply thanked the German government and people for their continuous assistance and supports to Cambodia, saying that this agreement is the result of Cambodian-German bilateral negotiation in October 2009 in Phnom Penh.

Germany is a Cambodia’s important development partner, said the Cambodian deputy prime minister. “The Royal Government of Cambodia pledges to do its utmost to ensure that this [financial] resource will be used with effectiveness and transparency,” he stressed.

According to the press release of the Ministry of Economy and Finance, since 1992, Germany has provided cooperation financing with the total value of US$347 million to Cambodia, making Germany become Cambodia’s 4th major donor after China, Japan and the U.S. --AKP

Fifth One Province One Product Exhibition Opens

Phnom Penh, December 16, 2010 AKP --

The Fifth Cambodia Import-Export & One Province One Product Exhibition was kicked off here on Dec. 15 at Diamond Island Convention and Exhibition Center (Koh Pich).

Deputy Prime Minister and Minister of Economy and Finance H.E. Keat Chhon, high representative of Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen presided over the opening ceremony with representatives of diplomatic corps, government officials and business representatives in attendance.

Different products including agricultural and electronic products, agricultural and industrial machines, food stuff, jewelry, medicines, cosmetic products, etc. and services – hostelry, banking, education, tourism, etc. – from 244 local and foreign companies have been exhibiting on 326 booths until Dec. 18, said Acting Commerce Minister H.E. Kem Sithan.

Deputy Prime Minister H.E. Keat Chhon was convinced that this annual event will provide golden opportunities to businessmen, producers and investors to find their trade and investment partners and to learn more clearly about investment opportunities in Cambodia.

On the occasion, he warmly welcomed the participation of trade delegations from Japan, Malaysia, Thailand, Singapore, Vietnam, China and other friendly countries.

The four-day exhibition is aimed to promote trade and investment activities in Cambodia, particularly to increase the export, which contributes to the country’s economic development.

Four other events will be also held along with the exhibition – Business and Investment Forum, Workshop on Trade Promotion, Trade Meeting and Signing Ceremony of business and investment contracts. --AKP

Film Expo 2012 To Be Held at Angkor Land

Angkor Wat International Film Festival Center will organize a Film Expo in Cambodia’s Angkor land in 2012.

Mr. Blaise J. Noto, co-founder of Angkor Wat International Film Festival told Minister of Information H.E. Khieu Kanharith during a meeting here on Dec. 14.

Mr. Blaise J. Noto said this is the third time for his group to come to Cambodia, and at the same time he sought the minister’s support to the 2012 Film Expo.

In reply, H.E. Khieu Kanharith welcomed and was delighted with the Angkor Wat International Film Festival Center for continuously organizing film expo in Cambodia. --AKP

The 29th Group of S. Korean Volunteers Arrives

Phnom Penh, December 16, 2010 AKP --

The 29th group of South Korean volunteers arrived here on Tuesday with the coordination of the Korean Agency for International Cooperation (KOICA) representative office in Cambodia.

This 11-member group will accomplish its mission in various state institutions, as part of the development cooperation and human resource exchange between Cambodia and the Republic of Korea, said a KOICA press release.

According to an official in charge of the management of South Korean volunteers in Cambodia, the 29th group, comprising of Rural Development officials, teachers of Korean language, information technology, sports and painting, and a nurse, will work in Phnom Penh and Preah Sihanouk, Koh Kong, Battambang, Kampong Speu, Takeo, Prey Veng and Kampong Cham province.

These KOICA volunteers will officially begin their work from Feb. 8, 2011 until Dec. 14, 2012 after almost two months of training on Khmer language, Cambodian lifestyle, and Cambodia’s economic, social, cultural and political situation, he added.

In 2010, three groups of 40 KOICA volunteers have been accomplishing their mission across Cambodia, said the press release. --AKP

Conflict Mediation Helps Bring Justice Closer to Cambodia’s Poor

Phnom Penh, December 16, 2010 AKP --

Using mediation as an out-of-court means to solve civic conflicts has helped to reduce hardships for many Cambodians living in the countryside, Chinese News Agency Xinhua quoted a statement released Wednesday by the United Nations Development Program (UNDP).

Mediation is just one of a number of alternative justice approaches piloted by a joint Cambodia/UNDP initiative, called Access to Justice, which aims to give rural Cambodians greater access to legal services.

In particular, the project aims to narrow the gap between formal and informal justice systems and increase justice service for the country’s most disadvantaged groups, especially women, indigenous people and the rural poor. Since April 2006, mediation practices have been piloted in six provinces.

The successes and challenges in applying these approaches were the focus of Wednesday’s conference titled “Alternative Pathways to Justice”, which brought together government officials, development partners and key stakeholders.

Another non-traditional approach to resolving disputes piloted by the project is kind of forum, called “community conversations”.

In this process, villagers, through facilitators, come together to talk openly about issues of domestic violence in their community.

Since courts in Cambodia don’t exist outside provincial towns, seeking their services often prove to be a heavy financial burden for poor villagers in terms of costs for travel and time required to follow up on their complaint. --AKP
